After the 1994 Genocide against the Tutsi ended, there was a need to bury a very large number of victims in a dignified way, especially around Kigali. A hillside in Gisozi, on the outskirts of Kigali, was chosen as a mass burial site with a memorial center next to the burial grounds. The center includes permanent exhibitions, memorial gardens, a documentation center (archival testimony), and education facilities.
There are 14 mass graves on the site, holding nearly 259,000 individuals. There is also a Wall of Names at the memorial.

The memorial has five broad objectives: commemoration, education, prevention, documentation, and support for survivors. a learning center, with exhibitions about the genocide itself, children’s losses, and a broader history of genocide around the world.
The memorial is a symbol of remembrance, healing, and education. The memorial helps to document the genocide (through the Genocide Archive), preserve survivor testimonies, and educate future generations to help prevent such atrocities.
